educate 30 teacher-leaders to become library leaders.
Participants will complete Florida State University’s
online master’s degree program and obtain Florida certification
as school library media specialists. They will also attend
two summer leadership workshops led by the Educational
Testing Service and the American Association of School
Librarians, attend relevant workshops, and present or
volunteer at state and national conferences. All graduates
will be placed in school media positions upon completion
of the program and certification.

Project Title: "The Urban Library Program"
Building upon an earlier IMLS-funded project, the College
of St. Catherine will partner with Saint Paul Public Library
and Minneapolis Public Library to further develop and
refine the Urban Library Program (ULP), a model for the
recruitment, education, hiring, and retention of library
paraprofessionals. In its first two years ULP has fielded
more than 100 applications and has admitted 33 students.
The first group of eight students graduated in June 2005.
This second phase of ULP will help to ensure that jobs
will exist for these students when they complete the program,
that barriers to library employment will be lowered or
eliminated for diverse members of the Twin Cities community,
and that educational opportunities will be available to
all who seek them.

The New Jersey State Library will collaborate with Rutgers

IMLS grant, the project’s main goal is to increase minority
and bilingual staff in New Jersey’s urban public libraries.

urban public library staff members will earn an AA degree;
eight current BA students who already have 60 credits
will earn a BA degree; ten BA graduates will earn a master’s

Building an International Digital Curation "
The University of North Carolina at Chapel Hill’s School
of Information and Library Science (SILS) will partner
with the National Archives and Records Administration
to develop an openly accessible graduate-level curriculum
to prepare students to work in the field of digital preservation.
While much work has been done in this new field, little
has been accomplished in the way of new education to prepare
the first generation of digital curators to work in trusted
digital repositories. With an advisory board of key international
experts in the field, this project will provide funds
for an initial group of five Carolina Digital Curation
Fellows who will integrate the curriculum, advertise the
existence of the programs at SILS, and draw attention
to the need for digital curation. Two symposia will also
bring the issues of digital curation and this curriculum
to the broader library, archives, and museum communities
as well as the public.

The Department of Library Science within the East Carolina
University College of Education will fund the recruitment
and education of up to 45 new school library media specialists.
Recruits are needed to address the shortage of qualified
professionals in North Carolina school districts, especially
in rural areas. This program provides participants with
scholarships to attend East Carolina University and assists
in the completion of an online master’s degree in library
science. Candidates are required to work in a rural North
Carolina area for at least three years following graduation.

unit. The project will also establish museum-school institutes,

major activity will be the establishment of a Web-based

The Free Library of Philadelphia, in collaboration with

librarians throughout southeastern Pennsylvania, with
an emphasis on children’s and teen librarians. The project’s
goals include increasing the number of professional children’s

skills of current librarians through mentorship; promoting
children’s and teen librarianship as a career; and creating
a national model for regional collaboration. Thirty-five
recruits, the majority of whom will be current library

Project Title: "A Race Against Time: Preserving Our Audiovisual
Media"
The Conservation Center for Art and Historic Artifacts,
working with numerous collaborators, will develop and
present a two-day national training program for librarians
and archivists on the task of preserving their audio and
audiovisual collections. Collaborators on this project
include PALINET, Kilgarlin Center at University of Texas,
SOLINET, OCLC CAPCON Service Center, Harvard University
Library, the Rock and Roll Hall of Fame, and the University
of Denver. The workshop will be offered at seven sites
in each of the country’s major regions. Scholarships will
be offered to encourage attendance by students in graduate
library programs, young professionals, and staff at institutions
demonstrating financial need. A distance education component
will be developed and launched in the third year of the
program.

Control across Digital Collections: Evaluation of"
In this early career development project, the Drexel University
College of Information Science and Technology will fill
a critical research gap by evaluating the current practice
of metadata creation and quality control measures libraries
employ. The project will examine current practices; identify
factors hindering consistent, accurate, and complete metadata
description; and assess new competencies and skill sets
needed by cataloging professionals. This research is a
necessary step toward achieving semantic interoperability
in metadata creation.

Project Title: "Spectrum Doctoral Fellowship Program"
The University of Pittsburgh School of Information Science
will partner with the American Library Association on
a project to increase racial and ethnic diversity in library
and information sciences doctoral programs. Building on
the success of the Spectrum Scholarship program, which
has awarded more than 340 scholarships to date, the Spectrum
Doctoral Fellowship Program will award 10 fellowship packages,
including full tuition and a yearly stipend. With matching
support pledged by nine other institutions, this program
will also support the fellows’ professional development
by offering opportunities for involvement in research
and leadership activities. By the end of this three-year
project, the university anticipates that it will have
improved diversity in the library field, not only by supporting
these 10 students, but by serving as a model and inspiration
for other initiatives nationwide.

The University of South Carolina School of Library and

Project Title: "Peabody Professional Institutes for Academic

Vanderbilt University’s Peabody College of Education and
Human Development will design and lead an intensive five-day
summer institute for academic library leadership. Ten
full scholarships will be awarded to leaders of libraries
in historically black colleges and universities, tribal
colleges, and Hispanic-serving institutions, or minority
librarians who meet the criteria for acceptance into the
institute. The scholars will explore the role of the library
in furthering the goals and priorities of the parent institution,
identify strategies for positioning the academic library
as an agent for change within a higher education institution,
and enhance participants’ ability to articulate persuasively
the need for strengthened support for academic library
services and resources.

- Grow our Own Area Librarians (GOAL) "
The El Paso Public Library Association, Inc., will partner
with the regional El Paso Area Libraries Consortium and
People Skills, Inc., to establish a Library Leadership
Development Institute, which will conduct two programs
in the nine-county Trans-Pecos border region of Texas.
One program is designed to identify at least 100 individuals--students,
teachers, library workers, and other adults--who show
an interest in and an aptitude for becoming librarians
and to give them hands-on library experience as volunteers
or scholarship-paid workers, while they receive training
about career options in the field. The other program identifies
at least 15 college students pursuing library and information
science degrees and provides them with financial assistance,
guidance, counseling, mentoring, job placement, and other
help.

Project Title: "Fountain of Youth"
The Houston Public Library will partner with the University
of North Texas School of Library and Information Science
to recruit and educate 15 youth services librarians. The
diverse pool of scholarship recipients will comprise ten
current Houston Public Library staff members without master’s
degrees in library and information science (MLIS) and
five applicants from outside the library system. Special
emphasis will be on recruiting applicants who are bilingual
in Spanish, Chinese, or Vietnamese to better serve the
diverse local community. In addition to receiving an MLIS
degree from the University of North Texas with a concentration
in youth services, the participants will attend specialized
training sessions related to youth services and librarianship,
receive ongoing mentoring, and be provided with employment
opportunities at the Houston Public Library and other
library systems upon completion of the program.

The Western Council of State Libraries will partner with
the American Indian Library Association, Oklahoma Department
of Libraries, and Oregon State Library to provide educational
opportunities to 1,000 tribal and nontribal library staff
members that will result in improved delivery of library,
media, and information services to Native Americans. The
objective is to ensure that Native Americans attain access
to library and information services that are recognized
as basic to all Americans. Project activities include
the sponsorship of national conferences, three immersion
institutes, and a comprehensive Web site.
