* A Special Rule, 20 USCA 9131(b)(3)(C), authorizes that funds allotted based on the populations of the Republic of the Marshall Islands, the Federated States of Micronesia, and the Republic of Palau be used to award grants on a competitive basis taking into consideration recommendations from the Regional Educational Laboratory-Pacific (REL-P) at Mid-continent Research for Education and Learning (McREL). These three republics, along with the U.S. Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands, are eligible to compete for the grants.

** Includes a distribution of funds returned by states from allotments received prior to 2008. By law these amounts are to be redistributed back to the states based on the same population formula utilized in the determination of the Grants to States allotment.
