The Grants to States Program

The Grants to States Program is the largest grant program run by IMLS; it provides funds to State Library Administrative Agencies (SLAAs) using a population-based formula set by the law. SLAAs determine goals and objectives for the funds in their statutorily required five-year plan (see below). For more information, see the Grants to States program overview.

Project Examples

Summer Reading
The Georgia Public Library Service engaged children, teens, and their families in reading and literacy-related activities through its summer reading program. Over 10,000 programs for all ages (birth to adult) were held at the 400 public libraries across Georgia, and over 221,000 children, teens, and adults registered to participate. The Georgia Public Library Service distributed hundreds of thousands of summer reading program print materials, including reading logs, folders, bookmarks, stickers, posters, and certificates. The project sought to foster a love of reading and increase successful early literacy and reading experiences through librarian-supported, self-selected, voluntary reading.

HomePLACE
HomePLACE (Providing Library and Archives Collections Electronically) is a digitization initiative that supports the participation of Georgia’s public libraries and related institutions in the Digital Library of Georgia (DLG). HomePLACE emphasizes a collaborative approach to the digitization of historical materials, and its efforts range from localized projects to extensive projects of statewide scope. It draws from centralized technical expertise at DLG and distributed historical content expertise at public libraries and related institutions. During the project period several newspaper digitization projects of both local and statewide interest were undertaken. HomePLACE is exploring additional ways of supporting localized digitization, including collaborative projects through the Digital Public Library of America (DPLA) initiative. HomePLACE is also helping with the redesign of GeorgiaInfo, a DLG service that improves access to local and Georgia history information.

Five-Year Plan Highlights

Lifelong Learning

Literacy

  • Support PRIME Time Family Reading Time for 150 low-literacy families as a means of building literacy and encouraging the families to use all the free resources our libraries have for them.
  • Coordinate the annual statewide Summer Reading Program for children, from birth to 17 years, and their families.

Online Learning

  • Make PINES (Public Information Network for Electronic Services) the focal point for “PINES U,” a one-stop training solution for PINES patrons that will include a combination of self-paced online tutorials, synchronous online training sessions, lecture videos, and online documentation for learning how to use the Evergreen software in PINES (“Evergreen” is our open source integrated library system (ILS) software program).

Information Access

General Services and Initiatives

  • Fund a subscription to Web Dewey for all public libraries to maintain current cataloging standards throughout the state. This product provides access to the Dewey Decimal Classification System and mapping between call numbers and subject headings.
  • Include a year’s subscription to the Resource Description and Access (RDA) Toolkit to support cataloging standards and patron access to collections.

Access to E-Resources

  • In order to enhance the Evergreen software and/or its functionality and meet the demand of library users, develop a mobile app that will allow users to search the catalog, place holds, renew materials, and authenticate their PINES library card so that a physical card is not required at checkout.
  • Offer a discovery layer to all public libraries to generate a single point of access to the full library collections across purchased, licensed, and digital materials. A single search box will be offered alongside a range of other navigation features.

Interlibrary Loans

  • Continue our courier service to all regional headquarters libraries to enable resource sharing throughout the state.

Institutional Capacity

Continuing Education

  • Host an extreme learning lab for library staff that focuses on emerging technologies, tech trends that library staff needs to know about, and a review of tech essentials for all public service staff. This will be a three-day conference that blends dynamic presentations from thought leaders in public and private industry with hands-on, experiential learning.
  • Make PINES the focal point for “PINES U,” a one-stop training solution for PINES library staff that will include a combination of self-paced online tutorials, synchronous online training sessions, lecture videos, and online documentation for learning how to use the Evergreen software in PINES.
  • Ensure the state Children’s Services Division plans and implements continuing education opportunities for public library staff.
  • Select librarians to participate in the Public Library Institute’s Program for New and Creative Leadership (PINNACLE) for in-person and online training and programs. PINNACLE is a ten-month program.
  • Provide WebJunction access to staff for the organization’s wealth of programs, services, and courses that improve their quality of library service for the public.
  • Support a biannual Virtual Library Staff Development Day as a platform for sharing best practices and library collaborations.

Marketing and Market Research

  • Work closely with the Georgia Library Learning Online (GALILEO) staff on initiatives to improve the visibility, usability, and popularity of the GALILEO databases.

Partnerships

  • Develop and implement a coordinated program of strategic partnerships with local businesses and organizations to provide free materials and programming for public libraries.

Technology

  • Develop a proposal for a next-generation broadband network to address the needs for increased bandwidth in Georgia’s public libraries.
  • Purchase access to the Online Computer Library Center’s (OCLC’s) group cataloging services for efficiency.
  • Build a model for IT support across the state in the form of contractors/part-time employees—a tech geek squad for planning, assessing information systems, and staff training.

Civic Engagement

Civic Collaboration

  • Continue building strategic relationships with local businesses and organizations to bring free materials and programming to our public libraries.  Libraries will promote reading and learning about the environment, the natural world, the arts, planning for higher education, and other areas of mutual interest.

Human Services

Special Services for Special Needs

  • Assist outreach and advisory centers for the visually impaired and physically handicapped to ensure that eligible patrons, their caregivers, public library staff, medical professionals, and public school teachers are aware of and have access to the Georgia Libraries for Accessible Statewide Services (GLASS) programs.
  • Furnish accessible equipment and software to make all resources and programs available to library users with disabilities.

The State Library Agency Survey (SLAA) provides descriptive data about state library agencies for all fifty states and the District of Columbia.

Public Library Survey
The Public Library Survey (PLS) provides national descriptive data on the status of public libraries in the United States and its territories.
