The Grants to States Program

The Grants to States Program is the largest grant program run by IMLS; it provides funds to State Library Administrative Agencies (SLAAs) using a population-based formula set by the law. SLAAs determine goals and objectives for the funds in their statutorily required five-year plan (see below). For more information, see the Grants to States program overview.

1974 Black Awareness Conference poster from North Carolina State UniversityContent, Context and Capacity: A Collaborative Digitization Project on the Long Civil Rights Movement in North Carolina, year 2 of 3
As part of a three-year manuscripts digitization project, the university libraries of the Triangle Research Libraries Network (TRLN: Duke University, North Carolina Central University, North Carolina State University, and the University of North Carolina at Chapel Hill) worked to digitize 38 manuscript collections with a thematic focus on the historical era known as the Long Civil Rights Movement. The 144,500 digital images scanned in year two were made freely accessible on the Internet to target audiences of history faculty and scholars, students, library professionals, and the public. Due to targeted project promotion and an ever-growing number of items available online, web usage increased dramatically during year two. Project leads also conducted usability studies with two significant user groups (K-12 educators and undergraduates) and developed a deeper understanding of large-scale digitization.

LSTA Homelessness Grant Project, year 1 of 3
Forsyth County Public Library provided a range of programming around homelessness for library staff and the community. The library hired a Peer Support Specialist to work one-on-one with individuals experiencing homelessness and connect them to needed services in the community. During the project period the Peer Support Specialist made 2,445 Resource booklet called Resources and Refuge on the Journeyindividual contacts with homeless individuals or those at-risk for homelessness and offered a bi-monthly Talk It Out rap session for this audience. The library also offered basic computer training classes to 599 individuals, and it provided sensitivity training for 100 library staff to raise awareness of issues related to homelessness. Central Library staff developed programming targeted to the homeless population that ranged from a popular Sunday matinee movie series to a monthly Books for Dudes book club. As a result of the project, the library formed strong partnerships with homelessness service providers in the community, who were invited to serve on the library’s Homelessness Steering Committee.

  • Support library outreach programs and services that target persons who are having difficulty using a library, such as senior citizens, those with disabilities, and those who are institutionalized.

  • Provide learning opportunities for staff to ensure that they are equipped to assist patrons in areas of need, such as child development and health and wellness.

The State Library Agency Survey (SLAA) provides descriptive data about state library agencies for all fifty states and the District of Columbia.

Public Library Survey
The Public Library Survey (PLS) provides national descriptive data on the status of public libraries in the United States and its territories.
