The Grants to States Program
The Grants to States Program is the largest grant program run by IMLS; it provides funds to State Library Administrative Agencies (SLAAs) using a population-based formula set by the law. SLAAs determine goals and objectives for the funds in their statutorily required five-year plan (see below). For more information, see the Grants to States program overview.

Field Services and Training
The state library provided library development, technical assistance, and training to public library directors, staff, board members, and the public in areas such as long-range planning, budget and mill levies, establishing policies and procedures, programming, bylaws, and the use of the statewide library catalog and databases. State library staff planned, coordinated, and delivered multi-day workshops for librarians and board members in spring and summer to cover multiple aspects of librarianship, including library management. They also made 140 site visits and trained 2,100 people in various library-related topics, using webinars, on-site training, workshops, and conferences.

Interlibrary Loan Services
To address the information needs of its citizens, the state library serves as North Dakota’s hub for interlibrary loan and coordinates statewide lending between libraries. Libraries are willing to lend materials because the state library facilitates the service and is responsible for the materials. Staff process the requests within one day, and the borrower often receives the item the next day. During the project period, 26,000 interlibrary loan items were mailed to libraries and individuals throughout the state. Considering the increasing use of databases and the network of libraries that have placed their records online for public use, interlibrary loan continues to be used heavily.

Five-Year Plan Highlights
General Services and Initiatives
Support the acquisition, maintenance, and use of quality library collections.
Continue to participate in the national Cooperative Summer Reading Program through purchasing core sets of materials and manuals and asserting a leadership role in encouraging children to read and experience the joy of reading.
Provide statewide access to an online tutorial program, TutorND, which is available Sunday through Thursday evenings from 6-10 PM. The program is leveled for kindergarteners through adults, and offers online assistance in math, science, social studies, and English.
Access to E-Resources
Continue to expand electronic information resources and make them easily accessible for all North Dakota citizens. Collaborate with Minnesota and South Dakota via a contract brokered through MINITEX to maintain access to a maximum number of quality informational resources in a cost-effective manner. The databases are chosen carefully and used through public libraries, the K-12 schools, the home-schooled, and the state’s academic institutions.
Remain committed to the use of technology to facilitate the discovery of information available in the state.
Give major priority to the development and strengthening of a comprehensive statewide materials collection and online library catalog, as well as an efficient delivery system for documents and interlibrary loans.
Integrate the catalogued materials in multiple formats from multiple libraries in North Dakota into one universal catalog made available statewide via the web as part of the Online Computer Library Center (OCLC)/WorldCat universe.
Work on the digitization of public documents and special collections to preserve and provide wide-scale public access to previously inaccessible documents of local and historic interest.
Fulfill information requests promptly and answer questions raised by other governmental agencies.
Economic and Employment Development
Provide training to business entities and citizens in using the e-resources leased through MINITEX. Governmental rules and regulations that affect new business start-ups are featured through training webinars and in-person teaching.
Provide educational opportunities that enhance the professional abilities of librarians and library employees throughout the state.
Support the professional education (American Library Association-approved MLS degree programs) of individuals who want to enter the library profession.
Marketing and Market Research
Provide and sustain comprehensive public information efforts to ensure that North Dakotans are aware of library services and programs. The three primary initiatives to achieve this goal are to:
Distribute the state library’s monthly e-newsletter to library workers, government workers, and the populace at-large.
Create brochures that highlight services, including the available databases, interlibrary loan services, statewide tutorial services, and reference services.
Use social media to spread-the-word about library services and programs.
Develop informational pages on the North Dakota State Library website.
Undertake tasks that promote the state’s libraries as strong community anchors that enhance knowledge, civic engagement, cultural opportunities, and economic vitality.
Special Services for Special Needs
Continue to provide library services to persons having difficulty using a library. This includes providing training in the use of assistive technology.
Include visually and physically handicapped children and youth in our Summer Reading Program.

The State Library Agency Survey (SLAA) provides descriptive data about state library agencies for all fifty states and the District of Columbia.
Public Library Survey
The Public Library Survey (PLS) provides national descriptive data on the status of public libraries in the United States and its territories.
