The Grants to States Program

The Grants to States Program is the largest grant program run by IMLS; it provides funds to State Library Administrative Agencies (SLAAs) using a population-based formula set by the law. SLAAs determine goals and objectives for the funds in their statutorily required five-year plan (see below). For more information, see the Grants to States program overview.

Project Examples

[NOTE: In FY 2012, the Commonwealth of the Northern Mariana Islands spent $79,210 of its $80,639 LSTA grant. The funds were used almost entirely on technology initiatives. Highlights follow.]

  • All three public libraries installed Digital Subscriber Line High-Speed Internet.
  • High priority was given to staff training in providing services at their IT Centers.
  • Access to a network of library catalogs and information sources and services was provided to expand the efficiency and depth of resource sharing among libraries.
  • An accessible systemwide website and dedicated system of online communication was created.
  • Staff was assigned at each library to offer a weekly computer literacy and learning program for patrons and organizations. Topics such as word processing, creating a spreadsheet, Internet browsing, creating a PowerPoint presentation, and others were presented.

Five-Year Plan Highlights

Lifelong Learning


  • Provide e-books as an expanded digital collection resource, along with physical books, for lifelong learning and generally to cultivate an educated and informed citizenry.

Online Learning

  • Provide training in the use of devices for e-books to ensure optimal use by library users of all ages.
  • Continue to provide value-added tech services by offering comprehensive community digital literacy programs and classes.

Information Access

Access to E-Resources

  • Ensure all Commonwealth Public Libraries will have up-to-date online public computer access to all cataloged library collections at all branches by 2016.

Interlibrary Loans

  • Procure the equipment and services to enable the Horizon Library Search to be accessible online, linked via each respective library’s home page.

Institutional Capacity

Continuing Education

  • Provide opportunities for the professional development of library staff at all our public libraries to enhance their skills for current and future application. Systematic training in computer skills—specifically in the use of the Horizon server and related software—will be emphasized.


  • Expand and upgrade library computer technologies and services statewide to a more reliable, robust, and integrated network that will widen community use.
  • Ensure Wi-Fi is in place at each of our libraries by 2014 to enable patrons to access e-books and the Internet. The plan is to increase the number of public access computers at each library as funds allow.

Public Library Survey
The Public Library Survey (PLS) provides national descriptive data on the status of public libraries in the United States and its territories. Data are collected from over 9,000 public library systems with over 17,000 public library outlets.
