The West Virginia Library Commission will use funds to support the goals of their Five-Year Plan for FY 2013-2017, which reflect the purposes and priorities of the Library Services and Technology Act (LSTA). In West Virginia, specific goals address West Virginians: 1) Having access to shared library resources to meet their educational and informational needs; 2) Having access through their public libraries to Internet, telecommunications and technology resources and services that meet the needs of libraries and their communities; 3) Having access to library services that sustain lifelong learning, develop early childhood literacy skills and promote reading; 4) Discovering materials and services at their libraries to enhance their lives and further the development of the state's economy; and 5) Being drawn to and finding responsive services and skilled, appropriately trained public servants in their libraries.
