The Cooperator will, using its independent judgment and expertise, support the Project through a mixed methods evaluation implemented through a four-phased approach: Evaluation Design; Tool Development; Data Collection; and Data Analysis, Reporting, and Integration of Findings. The Cooperator will assess any changes in the capacities of grantees to address community needs related to Digital Inclusion, Community Memory, or Transforming School Library Practice. This Project is intended to help the library and archive fields, the public, IMLS, and other stakeholders better understand the efficacy of various methods that can build the capacity of libraries and archives to address specific issues important to their communities. Primary audiences for this Project are the APP mentor organizations, the APP grantees, the broader library and archives professions, the public, and IMLS
